Source in the National Master Plan | Like all the countries in the world and in Africa, Madagascar aligns itself with the Sustainable Development Goal N ° 06 (SDG 6) focusing on guaranteeing access to water and sanitation services for all managed in a sustainable way. Access to drinking water and sanitation services are among the priorities of the State through the strategic plan of the Initiative for the Emergence of Madagascar (IEM) and the General State Policy (PGE) which stipulates that the 119 Districts must have at least one drinking water supply infrastructure. This is justified by the various projects aiming at achieving this objective through the Ministry of Water, Sanitation and Hygiene. As Antanambao Manampotsy is a District Chief of the Atsinanana region, the project therefore is ranked high in national priorities, and seeks to realise this objective. |

Brief Description of the Project | The Project consists of interventions on water infrastructure development interventions to ensure adequate supply of potable water to communities of in Antanambao Manampotsy Area, but also seeks to implement water resources management interventions to increase climate resilience of the water resources systems in the area. On water infrastructure development, the project components consist of: (1) Feasibility Studies; and (2) Designs and Construction Works. The integrated water resources management interventions consist of the following components: (a) increased awareness and understanding of the river the basin issues; (b) studies on the climate change vulnerability assessment; (c) development of institutional, policy and regulatory frameworks; and (d) an Action Plan for Integrated Water Resources Management. |
Objective and Rationale for the Project | The main objective of the project is to improve access to potable water in target areas of Madagascar in the in Antanambao Manampotsy in the Atsinanana region which is are not adequately served presently. The specific objectives are as follows: • Improvement of the quality of life for households, schools and public facilities through increased access to drinking water • Protection of the community’s water sources and improve the hygiene standard of the population dependent on the water resources • Implement some adaptation measures to Climate Change • Water supply infrastructure development The project sites are focused in the capital of the district, defined as an urban environment with a high population, and not having access to drinking water. The district and towns experience challenges related to lack of water infrastructure for potable water supply, poor quality and quantity of water resources and their management due to the lack of clear guidance and planning frameworks for the sector. Consequently, the big Island of Madagascar is facing major health risks due to the insufficient supply of potable water, and related sanitation issues. |

Technical Specifications of the Project | The Project will consist of the following main Components: (1) Awareness Raising on the Project Issues (Stakeholder Mobilisation); (2) Integrated Water Resource Management Actions: a. Development of understanding of (specific knowledge) of the watershed and the water sources (water resources); b. Carry out water inventory studies; c. Undertake water use mapping studies (by each user sector), including zoning; d. Develop institutional, policy and legislative (regulatory) framework for the river basin; and e. Develop an Action Plan for resource protection and infrastructure development; and (3) Water Supply Infrastructure Development: a. Feasibility Study; and b. Construction of Water Supply Infrastructure. |
